Depends on what you need it for. It does exactly what it is meant to do. If you use it how it is supposed to be intended, it is effective.

Websites can see if the same IP comes back multiple times, which is why HMA has tons of IP's.

Some websites leave a deep embedded cookie which they can read on a return visit. Tripadvisor is one such site.

Good for auto submission software like UD SENuke etc. Not good for Craig's list, other classifieds, some stricter blogs and forums which have banned all ip ranges from such services. Depends what you need it for. For everyday proxy needs, works a treat. Some software like "Wicked Article Creator" and "Answer Swipe" only work with a VPN like HMA. In my experience its best to keep both proxies and a VPN just in case one of the services fails, or you need to see if there are proxy/ip issues in play. HMA is cheap enough to keep, so I would just do it.
