I was wondering If anyone has ever got a penalty through a web 2.0 buffer? How much juice do you think actually flows through the buffer to the money site. I want to add a bunch of 2.0 as tier 1 then hit those 2.0 with cheap blog/sape. Do you think this is effective?

Web 2.0 passes link juice and they are safe. If you do it right, there are very less chance of penalty.
But as of now, you will need crap load of spam to get ranked. Also churn and burn takes considerably high time (as compared to last year). Most of the time, you won't see any results for first month.
Edit: i think it would be better if you try to rank a parasite through mass spam.

You will not get penality if you use good quality content in those sites, You will get good link juice and web 2.0 are safe for tire 1 links, Don't make a bunch of post at same time, Make a dripfeed throughout the month
