I'm sure such sites exists, but it was an idea and wondering if it's worth pushing forward.

Let's take for example, Orange County, CA

A website in which every year they cast a vote for 'Best Of"

Their will be maybe like 50+ categories then 10 sub categories.

    So, for example

Food is the main category, then the sub categories will be Pizza, Bagels, Grilled Cheese, Steak, Burgers, and so forth.

Main category: Home. Sub: Lawn services, Gutter services, Cleaning services, Pool Services, and so forth.

Pretty straight forward, but really looking into how it would be possible to make money with this.

Contact those lawn service, gutter service, cleaning service, etc companies
Sell them a sponsored listing on the website
Go to any local business directory. Almost all of them do this. Every city has one. You can rank your business on a directory by good reviews......or pay the webmaster to be above everyone else as a 'sponsor'.

It's really tough to implement.. for example you need a big voter pool, people that are actually interested in voting on your website, if you do it vote style.. Many blogs just add their own top 10 lists and add affiliate links where possible or sell places within articles to interested firms.. I don`t know how a voter website will go, it will be pretty hard to make it known enough so that enough people vote.. strong social media maybe ? :) As for the earnings.. those are objective to the types of advertising they`re going for.. If they sell vote places then they will lose on integrity.. If they opt for CPC networks, they`ll lose on possible revenue.. so it all depends on how they choose to run their website and how many voters they can get in.
