How does Instagram / Facebook ad review work when trying to trying to promote affiliate on foreign language?

Hi, I want to run Instagram ads for an affiliate and I wonder how does Instagram review ads that are from a small (>4 Million) country that has it's language? For example if I want to run ads for a page that sells likes, followers, etc. and I create an ad that says something like "Grow your social media with our panel" do you think it has a chance to get approved? What I really want to know is it possible to be more easily approved for running ads or be able to bypass some guidelines more easily in a smaller country? Also how does ad review actually work for Facebook / Instagram? Did anyone else succeed in running ads for an affiliate on IG / FB while not fully meeting the guidelines?
