How does Google treat blogs with search phrase posts?

I've seen blogs where the blog titles are all search phrases. In isolation, I'm sure this has the intended effect of boosting ranking for each post, but collectively, when all of a blog's posts are search phrases, it would seem that this sort of gaming should be easily detected. Has Google brought the hammer down on this yet?
