How do you sell targeted followers?

I need some advice guys. I have an understanding of paid advertising on social networks. I have a client who I have talked out of flooding his accounts with non targeted fake followers to me running ad campaigns for him.
The problem is that he wants to know what he is paying for. He wants to know what he is getting and this is a major gray area with paid ads. How do I close this deal with this guy?
