Content is king so if one wants to rank higher in social media then should share and respond more and more, in what audience may be interested to read and participate in it. Sharing something good, interesting, funny, inspiring or controversial will surely increase reach of a page. Well, creating such buzz takes some time. I don't think practically there is any specific strategy to it but yes periodically sharing something good, at regular intervals will help to increase reach to more and more people.

If I understood your question right you want to rank individual social network pages on Google, right? If that is the case then you need niche backlinks (high PR from stronger keyword competition).

What page you want to rank, is it a fan page/business page ? or something else?
Well, for ranking, first and foremost thing that we have to do is to make a social reputation and after that social sharing helps in ranking your social media page. Similar to links quality social share is ideal but being shared in social network is very helpful.
