I have seen a lot of these popping up for search queries in my niche. Does anyone have any idea how the algo works to determine what site gets to show up in this box? Thanks!

Create a google+ page for your business. It works the same way for mobile apps.

This is at the very top of the serps directly above organic results, not off to the side like google+ pages are. This has to be something different.

I think google is smart enough to decide what's shown there or not.
I've checked a handful of sites being displayed for different symptoms and there doesn't seems to be any special rich snippet markup.

What they did have in common was a short description right above an unordered list (<ul>), containing my search, followed by some symptoms.
I guess this will remain unanswered for some time. I also remember Matt trying to get such spot a while back. No idea how it went.
