How do you Chose Pages For Dropping links ?

Guys What is you criteria for picking best pages when you going to drop links on single domain with lots of pages

Are you scanning whole site with seofrog and scan their PA on that page with SB and drop those link with zero fuck given even that pages isn't related or

finding the most close pages with the topic although those pages has very low metric

i tried creating new pages and write content but it seems almost a year after links dropped my test site isn't budge at all

What do you mean? Are you referring to blog comments?

say you are a co admin for a gov institution , and managing for several block of server ip and within this ip is hosted lots of second level domain
and your job is to administrate all the tech stuff ,so you have IT knowledge but not big data analysis

each of this domain has a very high metric but not related ,in 2016 you could just put sidebar banner or footer and your site will rank even high competition kw
but its seems after rankbrain, this method simply doesn't work anymore
