Lol umm by cheat you mean incentivize there are ways to do this and yes the educations offers usually need a legit phone number as hte merchant end calls them...
You need to eloborate more on how u r cheating...
There is no point in incentivizing, where offers requires phone call and thus debt,education,loan offers are for people doing whitehat or doing PPC.
Companies would throw a ban/srub like a bitch if they come to know that nothing is converting from you.
Always better to do email submit in incentivizing offers.
