the simplest way to do it would be to have a html form submit to a php file which then saves the email into a text file.

or you could just use something like aweber

To expand on tacopalypse's reply, sign up for an account on aweber, and you can build great opt-in forms on their site with their form builder. They then give you the code to cut and paste it onto your site. They also have great tutorials if you get stuck, and phone support. You then also use them to send out your mail, keep track of your subscribers and un-subscribers, track your click through rates, keep records of your opt-in confirmations, etc.

In my opinion, it's the best way for a beginner to start bulk emailing.

Get an account with Aweber or GetResponse. After you sign-up, they give you access to a page where you can build an opt-in form. Then it is just a simple matter of copying and pasting the code into your page.
