How do you automate a web page?

The web page has survey offers on and when someone fills the offer in they can then download some mp3 music.

How to do this and also check that the person has indeed filled in the offer(s)
    Thanks

if it's a CPA offer, you'll need a pingback script.

You can't find one here, but they're easy to code. Or you could just buy one =]

you'll need to know php & mysql to do it though.

Just set up a gmail autoresponder with the download url, and take them at their word that they filled out the offer. Now you got their email addy too.

You can use any redirect script to let your visitors reach into the download page after completing the survey.

If you sign up to CPALead you can pull a bit of code from them that you drop into your site so that anyone visiting your site has to complete a survey before they can access your page.
