How do this facebook ads target specific Surname??

I see this facebook ads target my surname. It is brilliant. But I never see any option on facebook ads we can target specific name.

Firstly Search with specific surname you will get many search result in a minute, then scrap their facebook Eamil or UID.
And Finally ad custom list to your audience.
