As a member from 2010 I would've assumed that you at least have read some of the threads on seo.
It depends upon niche, site content (some are highly sharable), some have hundreds of links from 1 domain, etc.
Judging if a site has an unnatural amount of backlinks should be judged with at least 2 criteria:
1. link types (this is the most important)
2. top sites in that niche and how many links and what type of links they have
So, even if your assumption is correct, how the heck can anyone GUESS what links you are looking at and how they are generated?

Content is the main thing. If the content is good, google promotes your website.Looking at some competitors in SEMRush; how do they get 8k backlinks?
There's no way someone would sit there manually link building?
So what software do they use, and still maintain good graces in Google's eyes?
