You need to understand that ANY link building is considered blackhat. Anything.
The more aggressive you get, and the more spammy your tactics, the higher the odds you get hit. And even if you DO get hit, as long as its not a manual penalty you *may* be able to recover and continue.
But from the sound of it you're fairly green. And I'd steer clear of doing SEO yourself unless you understand it completely. Study up.
Depends on how risky your willing to be.
I would never point cheap PBN or web 2.0 to my money site or tier 1 links since I want it around for years.
But if it's a churn and burn project I really have nothing to lose besides a couple bucks wasted.
It's all about testing different methods and improving it in your own way.
What he said. No matter what anyone tells you about "whitehat" or "blackhat" as soon as you try to rank a site in Google you are a blackhat. The aim of the game is manage your risk - so use methods with high probability of getting ranked and low probability of being caught.
A well constructed PBN is one of the best ways to achieve this at the moment.

Thop Hayt is correct. While some of those sites get penalised eventually, there are others that last for quite a while before receiving any manual or algorthimic penalties.
