How do rotating proxy services get proxies?

    I see a bunch of rotating proxy services with thousands of proxies in their pools.
    Do they just essentially scrape them all from other websites? Scan the internet with a port scanner? or do you think they from a botnet?
    Because purchasing them seems unreasonable.

    OP they are IPV 6 proxies and you can buy thousands of them at good rates. They are not scarped. But @proxygo can explain better.

    what's unreasonable about purchasing it?
    i don't know the science behind it, but as a buyer of rotating proxies, they work as promised.

    Who tfk owns all the IPV6/4 address's? On a side note, who owns domain names? Like where does godaddy namecheap etc get domain names from?

    I more so meant, the proxy rotator services buying proxies being unreasonable.
    But i guess not because of what @Nut-Nights said

    they're all owned by ICANN. they're the central authority on domains.
    when a registrar like namecheap sells you a domain, they just go to ICANN on your behalf and change the records.
    and no, you cant go to ICANN yourself and skip the middle man.

    Domain registrar get domain from Icann, you need to search about it. Proxies blocks are sold via auction, search for it also.

    They could be from botnets, we'll never know. But one thing is certain, they get them on a very cheap price.

    They infect users with some virus and that's how they get legit residential proxies :D
