    The relevance of links is only one aspect of strong linking.
    Yes - it's quite an important one, but it isn't the "be all and end all"
    As usual it depends on your opposition for whatever niche/ word/ phrase you are competing for.

    As for how. Liberox's answer is as good as any you'll find.

    Use your keyword plus platform footprints to look for potential niche related link targets.

    Relevance is a generally accepted best practice, but it's never been proven. From http://moz.com/blog/6-changes-google-hasnt-made-to-seo-whiteboard-friday:

    Now, I'm planning for 2015, not 2014, so I'll always be sure to place links on relative sites. But to answer your question, it doesn't matter as much as people think "today".

    It shouldn't really ever matter exclusively because people will always have general purpose blogs that link out to a variety of topics.

    Yes you can rank with non-related links, and people do it all the time.

    Of course Google will say they should be "niche relevant", as that sounds a lot better than "Yeah links from anywhere will work"

    2. got link from whitehouse.gov to my porn site LOL, just kidding, simply use high quality - pr links
    yeah i know it is not related but still give a big boost

    Gotta love the people the preach that relevant links are needed to rank. It helps sway the masses to screw around trying to find relevant links while the rest of us rank with simple paid links.

    Take a good look at sites ranking that have paid links, and you'll notice relevancy isn't important.

    Can someone please give me some tutorials on how to find NICHE RELATED sites to commen to comment on, via Scrapebox.
    I know one method; Search for your keyword, get the first 10-20pages that show for that keyword, scrape their backlinks, and go try make some for your site too, in the same place they have.

    Any other tutorials please?

    I don't think relevance is going to be safely integrated into the algorithm any time soon. It's a hard problem to solve. Take a look at how Majestic categorizes a site's topic. I've seen home decoration sites that have about 20 random topics listed for it, including comic books and LBGT studies. :)
