how do people on youtube make videos that are an mp3 song and the video is just still images of the artist not an actually video ?

You can just add mp3 and a still image to a video editor like Sony Vegas and mix em.

EDIT: Waaait, what I meant to say it that I can make em for you for 5$ per vid!

Easy enough and very quick to do even with the basic windows movie maker.
