You can also use http://enarion.net/google/phpsitemapng/ sitemap builder, which is a php script.
In the options you have an option to write and name an additional "sitemap" I add this one and call it feed.rss as it's still compliant xml.

yeah, icerocket is the best that I've seen so far
http://www.extralabs.net/rss-wizard.htm - is the paid ($29.95) and desktop solution - although not very comfortable to use
