Here is the method I'm planning on trying out.

How do I get in contact with the website owner?
I have to make him sign something, does that mean I send him the paper online to sign and then have him scan the paper and send it back to me?
Do I have to meet him in person? (I'm only 13, I think that'll ruin my service if they find out.)
Does this method still work well?

If you're targeting established businesses then they should have a contact email on their website. Calling them direct would be the most productive way, but I'm assuming that's not an option for you?

You shouldn't have any difficulty emailing them a document to scan and sign on completion, assuming they're happy with the service.

Truthfully, I don't think you are ready yet.
It is great that you are ready to try but I would suggest building and ranking your own sites FIRST before offering a service.
Once you have ranked 2-3 sites of your own THEN start looking to expand.

You don't have to meet clients in person unless you are concentrating on offline sales.
You can resell services but it will be in your interests to understand the whole process.
You don't need a physical signature, once you have emailed them the contract you just get them to email you it back with instructions to proceed. You just have a notice that returning the contract with instructions to proceed constitutes an E-Signature and is therefore legally binding.

Agreed, You need to create and bank using your own site first before offering seo services.

Make your own website, rank it with that method, tweak it ect... You'll always find problems with a method and will need to customise it. Make sure you have a smooth plan of attack then contact business owners. You don't want to start messing people around or not showing them results because you'll land yourself in a world of trouble.
