If your domain is not country specific eg it is not .co.uk or com.au or something, then you can set which country you want to target in your google webmasters account.

This will improve your rankings in that country. However if your domain is already specific to a country then you cannot change it...

in my experience, I usually check in google insights to know from what countries my keyword is searched, after knowing, i just optimize it and it will automatically be optimized in the country where the keyword is searched most

Dont forget to host your domain on a webhost in that country as well. Eg, if you live in the USA and you purchased a co.uk domain you should try hosting the site on a webhost in the UK. While not mandatory, it helps i find.

I agree with the others here. I have a .in domain that ranks very well in India. I only send it backlinks from US web 2.0 properties. If it had been a .com domain, I think I would have struggled to rank it well in India.

/\ But, this is not easy if your country doesn't have a big web presence. For example, Indian web 2.0 properties are far and few in between. OP, if you haven't invested too much, it might actually make a lot of sense to go for a local country domain extension. Maybe you can do a 301 redirect on the site that you have been working on.

I think you will have much better results that way.
