I think it depends on how old you account is I can send about 5 to 10 request per day (I'm not doing it all days anyway).

1) Find people that have stuff in common with you.
2) Personalize the connect message (always put a connect message), don't write generic stuff like lets connect... Asking questions about the person sometimes generates curiosity.
3) Never forget the connection is another human so don't connect just for the sake of connect.
4) Post content that is valuable so people react and that extends your odds of someone wants to connect with you, the idea is that you share something valuable and the other person wants to follow up on what you've shared.

Is not easy though, but I also suggest LinkedIn premium if you are looking to make money out of it, so you can write better connect messages.
