I prefer keywordshitter because it's free. In premium tools he can use any tool because every tool works like same he can use SEMrush, Ahrefs, Longtail Pro etc..

What I do is I use Keyword Shitter; it's free.

I type in "how" and my target keyword, and Keyword Shitter will shit out tons of questions related to that keyword.

You can also use "can I" or "can you" then your target keyword.

You just play around with it, and it will spit out tons of keywords.

My advice though is don't go and plug that stuff into Semrush.

I understand why people would plug it, but there is more value to these keywords with "zero" traffic.

When your competitors analyze those keywords using Semrush or Ahrefs and find "zero" traffic, that's a golden opportunity for you because it means they're not targeting those keyword phrases and questions because they think that the return on effort is not there.

This is a blank check for you, so create content that targets, maybe, five to ten of these keywords and crank them out.

You'd be surprised as to how many of those keywords will pull in quite a bit of traffic.

I experienced it first hand because I was targeting keywords that Semrush and other SEO tools say are worthless.

Pay close attention to those questions and see if they fit your niche.

If answering those questions produces content that delivers value to your target audience, go for it.
 
Most of the keyword tools will allow you to do this,
I would suggest using any of ahfers, semrush or/and G KW Planner along with filtering to get the best possible restuls/list
