well you are talking about not just whitehat Seo but Seo in line with googles guidelines.
Basically then you can do display advertising, social media management and content marketing - work with your clients to produce viral content and then distribute it everywhere.
I think it will be 10x as expensive and a tenth as successful so you better big targeting BIG clients.

Do what your good at, but before you start doing things for clients you should do it for yourself so you understand the benefits and the pitfalls.
Since when buying links is not considered as "white-hat"?
If you are doing SEO for clients, then you will inevitably have to buy links, because there's only so much you can do without spending any money.
@SERPTurbo it's that the Moz beginner's guide says buying links is manipulative and you can get penalized.

I recommend trying to rank your own website before reaching out to prospective clients.
Buying links should count as white hat depending on type and method.
Just consider companies and news sites. They buy article space (sponsored article content) all the time. In other words, they are directly buying backlinks and never get penalized for it.
You can go look right now at any big news site whether it's huffington post or anything else. I guarantee you several "stories" on their page are paid for by either a company or a publicist if it's about a celebrity.

For high worth clients building them a small personal PBN works well. Also promoting your clients image via bookmarks, profiles, social, image, doc, video etc, is also white hat if done properly.
