How did Google find Build My Rank's entire network unless:

    1) BMR is Google

    2) Google signed up for BMR just to do a reverse search and put them out of business (isn't this illegal?)

Google is beyond the "illegal" barrier.

None of this is illegal including Blackhat SEO. Google makes the rules and we choose to play along; or not!

They didn't put BMR out of business they just removed them from their index. BMR can happily keep trading if they want. Just not in Google. Unfortunately it is their index and they can do what they want with it.

Google rules the web "for now" and they could possibly do what they can. they are making websites/webmasters dance on their own tune. :) and going against them is too risky specially if you do have a business website.

only a few things are illegal that i can think of

for example, depending on where you live if you spam people's email without taking legally required steps and following guidelines you could get in trouble

seo to rank on google? i can't think of any common practices that break a law. there are exceptions, of course.
