I know that i need a tld from that country and to geotarget the domain to the country with webmasters. I also know that I should get links from tld in that country. What else did I forget? Any tips to improve the ranking in the country? Thank you.

1st choice - the country tld
2nd choice (way better if the site is multilingual) .com + geotargeting in webmaster tools

NOTE: you can only geotarget .com domains

From my experience I've had success just changing
the Google webmaster preference for country.

in addition to your question, I was wondering: do you really need links originating from that same country or can you have international backlinks as well (and are they as valuable)? If you are using keywords which are universal for example, eg. keyword "computer". Do links from US high PR computer-blogs will get you higher with your local "computer"blog in your local search engine?

In my experience you can use a few links from trusted local language websites to make G. identify your market, and then go with international links.

The problem, in theory, may arise if you have, let's say:

    - A spanish website with .com tld
    - 9.000 links from English websites
    - You rank in g.com and not in g.es (G. thinks you're an english website and you'll never rank in your local results)

It frankly never happened to me and I think this happens only when you use a really high volume of links with a new domain. I usually choose the country tld to be even safer anyway...
