I keep getting neg rep, and I was wondering if there is a way to find out who is going it and why?

Yes. Look at your user cp screen and look towards the bottom and you will see the rep area.
 
You can see your rep, but not who left it, by clicking on directly on "User CP."

You gotta get over the whole rep/thanks thing, it's meaningless unless you consider forum rep a real world measure of brilliance. Feel free to neg rep me if you're pleased with my answer! :)
 
Does anyone know why he was banned? I was about to do business with him.

Was he a scammer or did he break some forum rules?

Can a mod please PM and let me know?
 
I did business with him but he disappeared after my stepfather sent him $175. I'd also like any details regarding him scamming others if possible as I'll use it for the Paypal dispute on behalf of my stepdad.
