What specifically about that page are you trying to edit?
Within the "edit post" section, on your right hand side is where you dictate where your current post is going to go. I.e, which category.

You need to edit the proper template.php file to modify the category page, the correct file to modify depends on your theme but it’s typically category-slug.php → category-id.php → category.php → archive.php → index.php.

So it Can't Be Edited Using The Page Builder Then .

Unfortunately, I didn't manage to find any plugin/hack to edit category page as a normal page.
For example, I have pc category so I wanted example.com/pc/ to talk about PC's instead of listing the posts from the category... I failed to find a decent solution.

Create a page called /pc/ and write your content and the page should be used before the category listing is used.. This only works if you don’t use /category/ in your permalink.
