How can this domain have PR4???

Was looking at some expired domains and found one that was created about 4 years ago, expired a month ago (not available yet), has NO backlinks virtually NO content if you look at archive.org yet has a PR4.

How can that be??

put it into http://www.opensiteexplorer.org/, It should be able to tell you if it is faking it's PR

the pr is frozen
apparently is a G strategy to counterattack the PRseo

Checked with a few tools, doesn't seem to be.

Are you referring to the whole 301 redirect thing?
I was actually thinking of grabbing this domain if possible when it is free and using it for some major juice to a money site via 301
