I'm not sure about not connected to the internet, otherwise you wouldn't be able to access it at all.

Check your internet security settings under the server management.

It seems pretty worthless without an internet connection, even if it's free. The only benefit you have is using it as cloud type storage. If you can connect to it then you should be able to upload to it, yes?

Perhaps email the hosting company, if they haven't specified no internet connection then you could argue the point with them. pretty pointless not having an internet connection on it

You cant connect to it unless it has Internet on it :p
See whether some ports are blocked on it.

Offering a VPS without an internet connection is a bit like selling tartan paint ;)

If they are blocking ports like 80, 21, 25 and such, well... You might want to run Folding@Home and feel good for helping the cause :D

IDK about a windows vps(said goodbye to windows 11 years ago) but on a linux vps that's easy. If you have a static ip at home all you need is to setup iptables well. Drop all connections except port 22 from your home or better yet-your home and a backup vps in case something goes wrong. Then it practically will not have an internet connection. You must always have a backup plan in case something goes wrong. Like except the input ip on port 22 allow a connection on 3306 to a remote mysql database that you own. Set up a table in which you have one entry-id and status. id would be a numeric value let's say 22 and status-enum(y and n). And on your vps setup a cron job that will check it every 30 minutes and if id 35 has status 'n' do nothing. if it's 'y' then call a script that will remove the firewall(iptables -f) so you can get back into it. Something along these lines.
