How can I have traffic to sell?

Have your own adware app coded and then distribute it as far and wide as you can via wallpaper sites, free game sites,ect....
Essentially, do what contextual traffic networks do.
Edit: I tend to think in grand proportions and the above would most definitely take some work, but it would be worth it.

Assuming you were going the legitimate route (not sending fake traffic) you could just build something which would get a lot of visitors like a porn site. Either use pop-behinds or maybe make one of the pictures on the page a "404" page that somehow got "deleted" and leads to your traffic pages.
