Depends on whether or not you still want the links to appear on the web. If you have no issue with the links remaining then just disavow if penalised.

You have built the links yourself and have access to those pages? Then I'd just remove them manually as you call it (i dont trust google's disavow tool haha), otherwise, disavow them.

However, I would not disavow anything unless you got penalised.

arent bad backlinks more harmless the more good links you have? neutral web20s or social links are harmless asf. so if you get more of neutral/good links you will have not significant amounts of bad links in the end

ps maybe these links are not bad, how do you know

check your page on ahrefs and if any backlinkanchor text is more than 1% then you should do something about it.
if its not, then you might have overoptimization onpage (too big kw density etc)

Disavow is they are crap the domain level. Then diversify :)

So start with the worst first, then continue your diversification (make it look natural - not that anything ever is). PR release for example? Don't know the site, also spread the links in, over the pages you own.

Overoptimisation in regards of anchor texts?
Gotchseo pointed out in one of his articles that lowering the keyword density on your website could work if you have to many exact match anchors.
    Might be worth a try.

The 1% only matters for anchor texts that match or partially match your keyword. For all the rest you can safely go higher, eg. branded anchors ("Microsoft"), generic anchors ("click here"),...

i have emd domain and i have bunch of links that targeting full url

    2 days ago i found this :

    Example 1 – BestWeightLoss.com
This domain already includes the words weight loss, we need to be extra careful not to over-optimise.

We can’t use the site name “Best Weight Loss” or the domain “BestWeightLoss.com” multiple times in the anchor text because they both include the keyword.
and the URL contains the keyword.

and i have %36 full url anchor which includes my main kw so i disavowed all links, and waiting for results.

Check webmaster tools to see if you have a penalty then if so fix the problem or use disavow as others have suggested.

If your site got penalized, reach out to webmasters for link removal - We know most of them won't reply. Add the links you can't remove to your disavow file.
