The easiest way is add tracking information to PayPal. Then 3 days after the package is reported delivered you get paid. So all you got to do is ship quickly.

To remove the holds entirely 25 feedback doesn't guarantee anything. Generally to remove the holds you got to get above 10 people leaving DSR's and the ratings have to be good, but it's based on internal algorithms.

If you want quick feedback, sell stuff at cost. You won't make money but if the prices are good the stuff will sell quick and the more sales, the more chances you got that people will leave feedback. There's feedback exchanges but realistically I wouldn't risk getting banned so I can get my money about a week earlier. (3-4 days transport + 3 day hold).

That sort of makes it hard for me because with drop shipping you need to have the money first before you send it.

Like jak19 said, sell some stuff around the house. If not perhaps get a credit card specifically for drop shipping so you can float the funds. There's no magical way to get rid of the holds so if you want to do business with eBay then you'll have to deal with it.

You can try selling on Bonanza, I never had holds with them but the market is much smaller. I would get used to floating the money as personally I don't think it's going to be much longer before eBay does like Amazon with a 21 day hold (I think it can be as low as 14) but no matter what you do it doesn't get removed. That eBay still removes the hold at some point surprises me.
