If the impressions are high, then what we should do is look at the queries which are giving us those impressions. In some cases, the page will rank for the wronng terms and therefore not be relevant to the user’s query. CTR improvements can be made by optimizing titles and relevance rather than just keywords.
As you have your own impression on the matter, I would advise to go beyond the titles and see whether you are being found by the right crowd. In the field of real estate, while your webisite gets ranked high in generic queries, it might get impressions but not clicks.
The key is whether you've reached the right potential customers. When they have a need, or are about to have one, they will click on your post themselves... you understand what I mean?
