mmm, as mentioned above, your best bet to get free content is by hunting for expired content using archive.org. However this technique has its own downsides, the expired content that you pick is very likely to exist on any other website too.
Unique content is preferred, but in truth well written duplicate content related to your niche will serve about as well for tier I or II properties. If you use expired Web 2.0s that already have high metrics or you are actively building decent links to them, the content will usually rank higher than from the pages it originally came from.
Try not to use article directory content, as it is often overused and dated. Press releases are very good sources, as they are current or more recent, and designed to be circulated broadly by definition (so no hassles over your re-use of the content).
