How can I create such designs?

Ok, so basically I am trying to create the "licence plate" designs and I couldnt find any high quality pictures to begin with. I need the height of about 1000 pixels, any ideas what would be the best way to create such designs?

Just looking at the designs on the shoes you posted, I'd say start off by searching for "license plates" that you want to use, gathering several designs. You can find them in google images, just as easy as sorting the results via size, you will find some basic concepts (using specific countries, cities, states etc) within your searches.

Shutterstock, and other stock image websites, definitely would have what you want to some extent. Deviantart maybe for free examples. Import them to photoshop in your desired canvas size and just layer them to fit together. Those shoe designs are fairly simple to do. Or you could as barto said, get someone to fire some out for ya.
