How can I check if a domain (which is currently used for domain parking) has a Google penalty or not?

What we usually do is type the description or first paragraph of a domain into Google, if it doesn't show in the first 10 then it's likely been hit by algo and then commence more research by checking the back link portfolio or/and ranking..

I lay them on a table, take a bright light, and look at the underside, if there is a penalty, you should see it.

Seriously, even if it has one, just refab the site, and send a request to google (webmaster tools) telling them you are revamping it and they will reconsider the penalty.

Google will get back to you with the results of their investigation, or tell you if there was no penalty applied.

Call Google on their penalties hotline, they will answer you directly and tell you exactly what backlinks you need to remove and build to get #1.

do a site: and info: search. Make sure that actual domain shows up in the results.

If you google "info: domain.com" and the results show another domain like cnn.com, there's something fishy going on.

Do a PR check. PR of -1 may mean a penalty.

Why are you checking a parked domain, anyway? Is it up for auction?

There is no definitive way to determine if you have been penalized other than entire site being de-indexed. If there has been a manual penalty you can submit a reconsideration request, but if it's an algorithmic penalty there isn't much you can do. Of course, you could always give Google's disavow tool a shot and hope for the best.

blacklistalert.org supposedly checks if it's been marked as a spammer domain
