From what I've read on the GSA forums a low verification rate is quite normal. Depending on the quality of your foot prints (and optimizing them is where you'll see huge changes in ver/sub rates) you get 1-10% submitted and out of these you should aim for 20-70% verified. But these are only rough estimates and as I already said very dependant on the quality of your scraping process.

its very common, A lot depends on the quality of list that you have with you. A paid list gets a lot more verified postings.

It depends on your list quality and the most important is your email accounts and verification process.

Proxies are really important, if your proxies are blacklisted - your links will go directly into spam. however, less than 1% verified is kinda bad - this might also be due to the the footprints you're using. I'm scraping thousands of links per day and from 100k submitted i get around 25-50% verified.
