I want to buy Deluxe plan at GoDaddy (I think it's shared hosting, 8$/month) and host 50 different WP websites. If I have total 500 users online, am I going to experience periodic decreases in performance?

Can I create individual FTP account for each websites, so if users connects to his FTP account he won't any any other websites hosted on my main account?

All your domains on a shared hosting account share 1 IP address. You will have 1 main domain and additional domains are add-on domains (sub domains) that redirect to your add-on domain name. I would not deploy more than 10 sites on one shared hosting account. When you FTP in to the server you will see all domains. GD will inform you if you use too much of the server resources, which would actually be a good problem to have.

Indeed, I would suggest you to opt for a basic shared cloud hosting plan, which is a bit expensive than shared hosting, but you will be able to host multiple domain names under one single account. You may opt for multiple C class ip addresses to host your sites on different ip's. Secondly, as cloud is known for high availability, high performance, greater reliability, stability and greater scalability, you will get 100% network uptime for your sites. Also, as it combines a dual benefit of low cost of shared hosting and 100% uptime of cloud, it would be much reliable and cost-effective solution for your sites.
