Hosting and email policy (Hostgator).

    I have 2 questions, I hope I can get some quick answers.

    So I have read Hostgator email policy and I need to throttle outgoing emails (send every 8 seconds) to my clients. I have that option on one of my websites that runs on Sitelok script from Vibralogix, but that site is old and I'm all Wordpress-guy now. I searched all over the web for a plugin that would let me send emails to users with delay of 8 seconds like Hostgator demands, but was unable to find a working one.

    There is also a demand for double opt-in system, but my membership plugin doesn't support email verification. Is my idea good and legit as email verification: When user registers his account, he receives an email with his username and randomly generated password with a message "Change your password in 24 hours to confirm your email, otherwise your account will be deleted"? And if a client doesn't change password in 24 hours, I dump his account as unverified?

    Mailchimp and other email services are out of question for now.
