I have an option to buy approximately 200 High PR backlinks (PR1 up to PR6) on normal pages, and second option is to buy 100 High PR (also PR1 up to PR6) on Home Pages, but second option would cost me twice than option one. So, my question is: What is the real difference between normal backlinks vs. home page backlinks? Do Home Page backlinks really worth that much more? In the end, is it better to build 1000 normal page backlinks or 250 home page backlinks for the same price? I am talking about highest quality SAPE links.

If anyone can explain it to me, I would be very thankful.

Home page back links have most the link juice, as that is where other sites usually link.
So say you have a sub page off the home page, some of that link juice will trickle down to it. So it will have some link juice but not as much as main page.
It's good to have a combo of both, probably safert o have links from normal pages because think abou it, how many natural links do you see from sites linking to other sites on their homepage? Not many. Usually it's an article or blog post and those are rarely on the front page.
Best is to have a mix of both, but make sure you don't have too many homepage links.

So, what would be the best combination, what XX:XX approximately? On every 100 home page backlinks, 400 normal backlinks, or?

I don't really know, sorry. But yeah probably something like 1:4 maybe even higher like 1:8. That's just my opinion. There's nothing to say even if you did 1:1 it would get caught, but with all the changes in Google over the last couple years, it's better to be safe than sorry.
Just try and think how often you see legit outgoing links on the front page of sites. Sure maybe news sites and that but not a ton of sites link out on the front page.
