Hire Coder for URL Rotation Script

    Looking to hire someone to code this custom script. I need it ASAP. Here is the details:

    Im looking for someone to code me a URL Rotation script. Baically the script will take traffic from a incoming link an distribute it out to multiple sites. I will need it to have a admin panel where I can edit and add sites into the rotation. I will also need to be able to set the amount of hits a site gets rotated to an hour. Would be nice if this setting could also be setup to randomize between 2 numbers. Im needing this ASAP. This is something that needs to be custom coded and there is nothing out there already made that matches my criteria.

    More Details:

    I have a DMR script that will need to be added to the script. This is a peice of php code that EVERY outgoing link will need to be sent through before going to there final destination.

    I will also need to be able to set randomly the traffic. For example, ech hour of the day will have a Minimum and Maximum box. I will enter a number in this and it will randomly select a number between the two for that hour of traffic.

    Here is a example of the DMR Script all outgoing links must go through.

    There will be a page called 1.php and it will have this code in it:

    <?PHP echo "<meta http-equiv=\"refresh\" content=\"0;url=2.php\">";?>

    There will be a page called 2.php and it will have this code in it:

    obviously the link in the $links variable will need to change to whatever the out going link is
