DA relates purely to the number of backlinks a site has, PA is the number of backlinks a page has. The quality is not measured. If I want to increase the DA and PA scores of my sites, I will make links from high DA and PA sites/pages.
If I want to increase the PR of a site, then I will make links from high PR sites.
No single metric is more important, it depends on what you are trying to achieve. Getting niche relevant and non-spammy backlinks is better than just looking at PR/DA or any other metric. Of course, if you can combine relevance AND good metrics, you're onto a winner.

Exactly i dont care about my own pr/pa/da i just want to now how importent it is for the backlinks. My target is to filter the best backlinks for ranking my website high in google.
If you're buying on sape, then definitely do your due diligence.
Especially...if that kind of pr is found on an inner page.
If you're using chrome to translate (assuming you don't speak russian),
then also get majestic seo backlink analyzer app for chrome. It's free.
And start looking at the trust flow. I usually go with 15 or more.
Take a look at the attached screenshot of one of the sape sites, to see app in action.
If pa/da is low. Trust flow is low. Then I'd look at the backlink profile, and see how many high pr links are they getting.
You want to make sure you're getting you're money worth with proper link juice.
Just look at any normal pr6, you'll usually see high, or at least decent pa/da.
And...decent to good trust flow. Those with extremely low pa/da, high pr, COULD mean a 301 redirect.
But like other have mentioned, pa/da is easy to manipulate.
page rank backlinks have great SERP result movement.
Page rank is the way to go for backlinks (they just are pointless for your money sites)
