first, my understanding is that once a high PR link gets indexed it effects your site's seo within minutes? is that right? is that so I need a few High PR links which gets indexed fast therefore effects my seo fast like a couple of days or less if that's possible?

Some links gets indexed really fast and some takes time. It always takes at-least a week to see the effect in most cases. Because at start it will move like crazy but it is dancing. After a week or so, you will find the stable ranking. High PR links are good, but always drip feed it.

You cannot expect anything in minutes. But certainly the effects will start showing much faster than an average backlink from a non PR page.

thank you guys, what would you say based on this facts:
My KW's has over 100k monthly searches but the competition is low and I can tell the top ten sites probably have no idea about off-page seo
but the time here is very important and I need to rank fast...within like a week...
where do I get my backlinks? I was thinking about wiki links, social bookmark, and one high pr forum which I can get my hands on....

I would build some web 2.0 properties, high PR blog comments, guest posts on other websites and then build the links you mentioned to those properties instead of directly to your money site.

Regardless it will Be tough to rank anything in a week. Make sure you ping all the links you build. Expect a Google dance at the beginning of your efforts.

0 of those sources are high PR easily indexed.

Bookmarks/Wikis/Forum Profiles all have 0 PR except for root domain, and most of those are going to be hard to index. They play a big part in offPage SEO, but your question was about high PR easily indexed links that would have quick effect on site rankings.... and non of those sources qualify.

The easiest, quickest, and cheapest way to get High PR links is via d0-follow comments on Pages that already have PR. Those are already indexed, so impact on target site is pretty quick. But they are blog comments, so might get spammed out quickly, and too many might well get you sandboxed, but if you're careful these are a great way to get what you're after. Ranking on them alone is doubtful. You'll need other links in the mix.

The other High PR ready indexed links are obviousy homepage links rented or purchased , but you'll pay through the nose.

Or for quick indexing without PR blogposts on busy blogs (spiders crawl these and index these super quick) and bookmarks on the more popular sites: Delicious, StumbleUpon, etc.... but again as per your question, make no mistake, these do not have any PR upon creation.

I found a pr4 wiki page which is my niche related, it has poor content on it so I could put unique content and stick my links...I'm not familiar with wiki links so what'd you say? I have a lot of doubts like where exactly and with what anchor text should I put my links...how to make the most of it...

It seems a little strange...a pr4 page...I just go and get such a sweet link for free? that's the part I'm actually confused about...this is the page in case you wanna check: http://fa.wikipedia.org/wiki/ساکس_(پروتکل)

could you clear me up? Thanks in advance

Whenever you are editing a page, Make sure to add the content and don't remove a single word from the existing page. Referencing can be done with one link. Otherwise you might lose link immediately.
