Hide links from competitors

Hi, Im doing seo project in my country and i will create massive backlinks to my site but i want to hide links from competitors. I want to buy 2 domains and build sites with same theme but different content. I will build links for first domain and do a 301 redirect for second. My question is can i do 301 redirect before the first domain get index by serps and build links only for him? My second domain will be index and rank well if i do that? Have the links the same weight? Any help thanks
