Create a new user on your pc or phone. Once on there, you need a clean static IP or VPS. I would say proxy but the proxies are more prone to breaking and you need your logins to consistently be from the same place every single time. Dont log into any of your other accounts on the profile. Make a brand new email connected to a brand new phone number and make sure neither of the two are ever used anywhere else.
I'd love to say more but i've gotta eat too lol. But basically think of it like this. Youre a new person, everything about you should be new as well. But since your new, paypal doesnt trust you and you need to establish that trust with consistent actions and no surprises.
