I'm hoping to get some advice from experienced SEO experts who can help me improve my website's ranking and traffic.

Here are some of the specific questions I have:

I've read quite a few articles on link building. I roughly understand there are two main methods:
1. Finding backlink sources from competitors, then contacting the webmasters of those sources to purchase backlinks. Is it that simple?
2. Purchasing backlinks through tools? Are there any recommended tools for this?
3. Can I post links to my own website on Reddit?
4. I posted a thread on Reddit before, but my account got banned, presumably because I used TinyURL to link to my website. Is there any way to recover it?

You can start by looking at the links your competitors have acquired. You can also evaluate profile links.

No point of doing it at all. Save yourself some time and money.
 
Start with building web 2.0 for your website and index them.
You can also build profiles of your brand in forums related to your niche and topic.
 
Ahrefs or SEMrush can help you identify where your competitors are getting their backlinks.

Link building tools like BuzzStream or Pitchbox can streamline your outreach efforts, helping you manage and track your campaigns.

On Reddit, you can post links. Contribute to the community and avoid looking spammy.

If your account got banned, it’s tough to recover it. Create a new account and engage more genuinely before posting links again.
 
Make a very interesting, useful (or funny, or agitating) piece of content and start building links to that.

In other words, don't waste good backlinks (which cost time and/or money) on mediocre or even bad content.

Good content typically means you compile data from some sources to illustrate some new fact or insight you came up with. For instance if you have data that suggests that "NAME of not so nice city" is supposed to be the #7 most liveable city in the country that could get visitors engaged and increase your chances to get the post linked.

If you have the funds, finding a good guest post agency can be worth it. However I would still make sure you have nice, non-commercial linkable assets first.
Typically people are lazy and want to just buy the links and be done with it (me included) but that means wasting money

If you don't have the funds, make the content even nicer and more interesting, and start sending emails followed up by cold phone calls.
