whatever you do don't get a netbook! i prefer the intel range CPU laptops but I've heard good things about the AMDs, try and get a laptop with an SSD if you see an affordable one

if you have a tight budget, maybe you should consider buying it second hand, you can get pretty good deals on ebay, if you know a bit about notebooks
if you need it for working and it needs to be portable, i'd recommend thinkpads w/ 14" screen, not sure how tight is your budget, but maybe you can get a used thinkpad 14" ultrabook as well

i think it's a much better option than if you'd buy something new which is not so good w/ preinstalled win 8 and all the garbage they offer w/ new notebooks

honestly i wouldn't go below 14" in screen size, even if it's not that small, because it could come at the expense of productivity at least for me

An i5 with 256gb SSD shld suffice, you might want to take a look at the Asus zenbook, HP Folio 13 or Lenovo ultrabooks

I agree with Honeybird, not getting all the pre-installed junk/antivirus/manufacturers tools that come along with it.
Personally I would look into some refurbished models as they offer excellent value for money and maybe 20-30% performance increase vs buying a new laptop in the same price range.

If you are looking for a very cheap laptop, a Chromebook is the way to go! They are +- $200-350 depending on your model. They do also have a more expensive model (Chromebook pixel) which has a lot better specs.

Most of the Chromebooks come with 2GB pre-installed, but you can, depending on the Chromebook, pop in another 2GB RAM stick :).
Also, with a bit of Tweaking you can install Windows on it (search on YouTube).

I've done quite some research on Chromebooks and found them a very lightweight, portable and cheap solution to other, more expensive/ lightweight notebooks.

If you have any questions regarding Chromebooks, feel free to ask :).

Between an tablet and netbook a tablet is better. I had 2 netbooks and the CPU and RAM usage shoots to 100% just to move the mouse cursor. It's ridiculous.
The best option is a laptop but its more expensive. Think in terms of productivity gained and invest a bit more on a better laptop.

You should check out the SuggestALaptop subreddit on reddit for a list of recommendations. They might have some that fit your criteria. That's how I got my Acer Aspire V5-473P-5602 for around $550 a few months ago - 14" 1080p IPS with i5 and 7 hr battery life. Not bad for entry level! :)
