    Nowadays the easiest way to get a page up is using Wordpress. It has an easy learning curve and no coding experience is needed.

    If you have a host with CPanel/Fantastico it's a matter of filling in a few fields and 2 to 3 clicks.

    Yeah, for beginners, WP & Artisteer work well. You can crank out a site in no time.

    Artisteer is a nice program but isn't even necessary.

    From within the Wp-admin section you can choose one out of thousands of themes.
    A lot of them are decent looking...some are great considering they are free....

    Wix.com is a good website , it gives you step by step procedure to build a good webpage.

    Flash websites are not good for IM purposes in most cases. Keep it lean and simple.
