HELP: Where to find good/cheap advertising network?

I'm looking for some suggestions on good advertising networks that I can use to generate traffic for a really good price.

I found a couple online that seems to offer a CPC of about 1 cent, or sometimes even a fraction of a cent. This seems great, and I'd like to try it out... but I do not have a credit card and one of them tries to force me to add one, even if I choose Paypal... and then other one wants too high of a minimum payment for me to afford right now.

Would any of you have any suggestions on companies I could use? Preferably one that has a low CPC cost and no minimum payment (or really low atleast).
 
Also I'm wondering too.. say if I did use one of those higher minimum deposit networks.. do they allow you to refund any unused amounts if you request usually?
 
Adwords and Bing ads is what you need.

It's tempting, but I also heard the Adwords is one of the most expensive ones out there. Like I could setup a campaign and end up paying like $10 per click or something. Would require an insanely high conversion rate :(

Even on the lowest side of niches I understand that it's still atleast 25 cents per click.

Think about possibly waiting until you have a slightly larger budget then I say this because you could end up wasting your time money and resources on traffic which very rarely converts
 
Thanks guys. Maybe I'll consider trying out the Facebook ads then. So you guys are saying all the networks that offer pennies per CPC have bad traffic? What is so bad about their traffic if you don't mind me asking?
